Wh - Monitoring & Evaluation Specialist

BlueForce, Inc. is seeking for Monitoring & Evaluation Specialists to provide services in support of upcoming task orders located in Central America and other Western Hemisphere countries such as San Jose, Costa Rica.

General Duties and Responsibilities :

  • Draft VDFs, PMDFs, and DCTs for selected indicators and work with counterparts, implementers, and managers in order to determine how the data will be collected, displayed, and reported.
  • Design measures and collect the data for smaller and more local projects, which shall be done in coordination with the other teams and will help ensure work plans, implementer DCTs, and other strategic documents meet requirements and standards.
  • Respond to data calls and produce written and oral reports and presentations.
  • Brief decision-makers when requested and will ensure continuity of operations by guaranteeing the transfer of all data, standard operating procedures, and knowledge are transferred to the appropriate staff upon completion of the contract.
  • Oversee collecting all performance measure data in specific locations, and that these are in compliance with the program reporting cycles.
  • Ensure all data, knowledge, documents, and systems are properly turned over to counterpart(s) and that those counterpart(s) are adequately trained on all indicators, data collection methods, and sources in order to ensure their counterpart(s) are able to continue collection and reporting.

Minimum Qualifications :

  • RSO security clearance required.
  • Bachelor’s degree in the Social Sciences or equivalent.
  • At least three (3) years of experience in monitoring and evaluation, strategic planning, foreign assistance, and/or performance management.
  • At least two (2) years of experience with data collection and data management.
  • At least one (1) year of experience in a customer-facing position, with the ability to interact with government officials.
  • FSI Level 3/3 English and 4/4 Spanish.
  • Proven ability to deliver a quality written product and make presentations.
  • High level of knowledge of local laws, customs, current events, and governmental institutions.
  • Experience and competency with data analysis and producing quality descriptive data visualizations.
  • Basic knowledge of statistical analysis and software such as SPSS or STATA.
  • Proficient computer skills including Microsoft Word, Excel, and Outlook.
  • Experience with Tableau, Power BI, or other similar business intelligence software is desirable.
  • Knowledge or experience with international narcotics and law enforcement-related programs, or U.S. Department of State, Department of Justice, USAID or other similar government partners is desirable.
